Terms of Use

These Terms of Use apply to Hartford Residents Directory. By using the pages or following their links, you accept these terms. If you do not accept them, do not use the reference.

1. What This Reference Is

Hartford Residents Directory is a privately operated reference to public record portals, historical collections, and access instructions for Hartford, Connecticut. It does not host government rolls, court files, certificates, or directory volumes, and it has no affiliation with Hartford offices, Hartford County, Connecticut agencies, courts, or libraries.

2. Rules for Using the Pages

Use the reference only for lawful purposes. You may not use it or any linked result to:

  • Stalk, harass, intimidate, threaten, or harm a person
  • Locate someone protected by a restraining or protective order
  • Commit identity theft, fraud, or unauthorized impersonation
  • Make a decision governed by the Fair Credit Reporting Act
  • Scrape, copy, or republish the pages at scale
  • Interfere with security, availability, or normal operation

3. No Consumer Reporting Agency

This reference is not a consumer reporting agency as that term is defined in the Fair Credit Reporting Act, 15 U.S.C. §1681 et seq. Information on the pages, and information returned by a linked search service, is not a consumer report. It may not be used to decide eligibility for credit, employment, housing, insurance, or another FCRA-covered purpose.

4. External Links and Tools

Hartford and Connecticut portals, libraries, courts, USPS, sponsored search tools, and other linked services have their own terms, prices, privacy notices, and availability. Hartford Residents Directory does not control their content, data practices, or results, and a link is not an endorsement or guarantee.

5. No Warranties

The reference is provided “as is” and “as available.” No warranty is made that a page, fact, fee, source, portal, image, coverage year, or external result is accurate, complete, current, uninterrupted, or fit for a particular purpose. Confirm important details with the custodian.

6. Limits on Liability

To the fullest extent allowed by law, the operators are not liable for direct, indirect, incidental, consequential, special, or similar damages arising from use of the reference or an outside resource, including a decision made from a record found through a link.

7. Indemnification

You agree to defend, indemnify, and hold the operators harmless from claims, demands, losses, and reasonable attorneys’ fees arising from your misuse of the reference, violation of these terms, or infringement of another person’s rights.

8. Intellectual Property

The original writing, visual design, logo, and layout are protected by copyright and other applicable law. Brief quotations with attribution and ordinary links are welcome. Full-page republication, systematic copying, and bulk extraction are not permitted without written permission.

9. Changes to These Terms

These terms may be revised by posting a new version here. Continued use after a revision is posted means that you accept the revised terms to the extent permitted by law.

10. Restricting Access

Access may be blocked or limited, with or without notice, when a user violates these terms, abuses a search tool, attempts to scrape content, threatens another person, or interferes with the service.

11. Governing Law

These terms are governed by the laws of the State of Connecticut, without regard to conflict-of-law principles. References to Connecticut public records describe the Connecticut Freedom of Information Act, Conn. Gen. Stat. §§1-200 through 1-242, and do not promise access to an exempt record. The Connecticut Data Privacy Act, CGS chapter 743jj, §§42-515 through 42-526, may apply to covered data controllers and includes exceptions and requirements that are separate from this reference’s records map.

12. Severability

If a court finds one provision unenforceable, that provision will be limited or removed to the minimum extent necessary, and the remaining terms will continue in effect.

13. Questions

Questions about these terms may be sent through the Contact page. Questions about a public record, certificate, case, voter entry, or parcel should go to the custodian that holds it.
